A System that
demonstrates sustainability
The voluntary certification system for sustainable development and carbon neutrality is a mechanism for independent and impartial confirmation of sustainability in plastic and plastic-product production.
From sustainable raw material — to demonstrable sustainability
The SURIUN System is designed to organize and perform voluntary conformity assessment in the form of certification of sustainable development management systems for plastic and plastic-product production by supply-chain participants using recycled raw material or raw material from renewable sources and producing finished polymer products from them.
The System was created as a mechanism for independent and impartial confirmation that production and consumer waste has been recycled and returned to the production cycle after appropriate preparation, with traceability of this recycling throughout the sustainable-product supply chain.
Sustainable production
An economically viable, environmentally safe and socially responsible way of production.
Secondary raw material
Returning resources to the production cycle and reducing the consumption of natural resources.
Renewable raw material
Raw material obtained from plant biomass or secondary organic resources.
Traceability
Transfer of evidence of sustainability characteristics across the entire supply chain.
Why the SURIUN System was created
The System was created in accordance with the Programme for the creation and implementation of a certification system for sustainable polymers based on a material and raw-material balance of the share of recycled or renewable raw material in the finished composition or polymer melt, approved on 15 July 2023, No. 6526p-P9.
The decision to create the SURIUN System was recorded in the minutes dated 2 May 2024 with the participation of representatives of SIBUR LLC, SIBUR Holding PJSC, ANO INTI, the Academy of Standardization, Metrology and Certification, and Quality and Reliability LLC.
The SURIUN System is registered in the Rosstandart Register of Registered Voluntary Certification Systems under No. ROSS RU.And3108.04BRSH00.
The SURIUN System is the Russian equivalent of the international ISCC PLUS system.
Transition from a linear model to a circular economy
The modern global economy is largely based on extracting, producing, using and disposing of resources. This linear model leads to resource depletion, biodiversity loss, waste and pollution.
The circular economy offers a new approach to production, consumption and economic activity based on sustainable products.
More organizations are replacing fossil raw material with recycled and renewable raw material, preventing waste from being sent to disposal facilities and turning it into new useful products.
Sustainable cities and communities
Responsible consumption and production
Climate action
Conservation of oceans, terrestrial ecosystems and biodiversity
What makes a product sustainable
Sustainable products are products that are obtained, produced or recycled in accordance with sustainable development principles — in an economically viable, environmentally safe and socially responsible way — providing environmental, social and economic benefits while protecting public health and the environment throughout the life cycle.
Secondary raw material
The product contains recycled raw material.
Recyclability
The product can be easily recycled.
Environmental footprint
A lower carbon and environmental footprint over the life cycle.
Energy
Reduced energy consumption where applicable.
Service life
A long service life and suitability for repeated use.
Disassembly
The product can be disassembled or prepared for further recycling.
Safety
Safe characteristics and compliance with applicable requirements.
Three aspects
Environmental, economic and social sustainability.
Sustainability must be traceable across the entire chain
Traceability requirements ensure that the physical flow of materials and products can be traced backward and forward across the entire supply chain and that sustainability claims remain reliable.
Incoming materials
Documented information about materials and their sustainability characteristics.
Production
A management system and controls for sustainability characteristics.
Outgoing product
Recording the sustainability characteristics being claimed.
Supply chain
Transfer of evidence to the next participant.
Evidence of sustainability characteristics is documented and transferred using a “Sustainability Declaration” or “Sustainability Statement”.
Certification is built on eight principles
Information accessibility
Information about the certification procedure is available to interested parties.
Protection of interests
Protection of users’ property interests and confidentiality.
Voluntary participation
No coercion to undergo voluntary conformity assessment.
Competition
No restriction of competition in certification activities.
Independence
Certification bodies act independently of supply-chain and System participants.
No substitution
Voluntary certification does not replace mandatory conformity assessment.
Own rules
The System applies its own rules and procedures reflecting its specifics.
Openness
Participation is open to organizations of different legal forms that recognize and comply with the System rules.
Core concepts
Sustainable material and/or product
Material or product produced sustainably and containing recycled resources, recycled raw material, biomass or renewable feedstock.
Secondary resources
Waste or a part of waste that can be reused for products, works, services or energy after separate collection, processing or production.
Secondary raw material
Products obtained from secondary resources through standardized technological processes.
Renewable raw material
Material obtained or synthesized from plant biomass or secondary organic resources.

Methodological basis
Quality and Reliability LLC developed the national standard GOST R 72006–2025 and the main methodology for the SURIUN VC System.
Direct interaction with the developers and experts helps System participants clarify regulatory requirements, adapt processes to the specifics of a particular production site, and optimize the timing and cost of implementing management systems before the certification audit.
